The Third session of the Meeting of the Parties (MOP3) to the Protocol to Eliminate Illicit Trade in Tobacco Products has concluded after taking decisive action to combat illicit trade in tobacco products that harms ကျန်းမာခြင်း and robs national governments of tax revenues that could support ပြည်သူ့ကျန်းမာရေး initiatives. The MOP3 session was held in Panama City from 12 February 2024 to 15 February 2024.
The Meeting of the Parties (MOP) is the governing body of the Protocol, which is an အပြည်ပြည်ဆိုင်ရာ treaty that entered into force in 2018 aims to eliminate illicit trade in tobacco products through a package of measures to be taken by countries acting in cooperation with one another. The Protocol is overseen by Secretariat of WHO က ဆေးရွက်ကြီးထိန်းချုပ်ရေး မူဘောင်ကွန်ဗင်းရှင်း (FCTC)။
ဆေးရွက်ကြီးထွက်ကုန်များတွင် တရားမဝင်ကုန်သွယ်မှုသည် ကမ္ဘာ့ဆေးရွက်ကြီးကုန်သွယ်မှုစုစုပေါင်း၏ 11% ခန့်ရှိပြီး ယင်းကို ဖယ်ရှားရှင်းလင်းမှုသည် နှစ်စဉ်အမေရိကန်ဒေါ်လာ 47.4 ဘီလီယံခန့် ကမ္ဘာလုံးဆိုင်ရာအခွန်ငွေများ တိုးမြင့်လာနိုင်သည်။
ပဋိညာဉ်ဆိုင်ရာ ပါတီ ၅၆ ခုနှင့် ပါတီမဟုတ်သော နိုင်ငံ ၂၇ နိုင်ငံမှ ကိုယ်စားလှယ်များသည် ပနားမားတွင် ၂၀၂၄ ခုနှစ် ဖေဖော်ဝါရီ ၁၂ ရက်မှ ၁၅ ရက်အထိ စုဝေးခဲ့ကြပြီး ပဋိညာဉ်ကို အကောင်အထည်ဖော်ခြင်းမှသည် ဆေးရွက်ကြီးထိန်းချုပ်ရေးဆိုင်ရာ ရေရှည်တည်တံ့သော ငွေကြေးထောက်ပံ့မှုအထိ ပြဿနာများစွာကို ကိုင်တွယ်ဖြေရှင်းခဲ့သည်။

The Third session of the Meeting of the Parties (MOP3) adopted the Panama Declaration that calls on national governments to be wary of the ceaseless campaign by the ဆေးရွက် industry and those working to further its interests to undermine efforts to eliminate illicit trade in tobacco products.
ပနားမားကြေညာစာတမ်းတွင် ဆေးရွက်ကြီးထွက်ကုန်များ တရားမဝင်ကုန်သွယ်မှုကို တားဆီးနှိမ်နင်းရန် ထိရောက်သောအရေးယူဆောင်ရွက်မှု လိုအပ်ကြောင်း၊ ဆေးရွက်ကြီး၊ ဆေးရွက်ကြီးထွက်ပစ္စည်းနှင့် ဆေးရွက်ကြီးထုတ်လုပ်သည့် စက်ပစ္စည်းများတွင် ကျယ်ကျယ်ပြန့်ပြန့် နိုင်ငံတကာချဉ်းကပ်မှုနှင့် အနီးကပ်ပူးပေါင်းဆောင်ရွက်မှု လိုအပ်သည့် ထိရောက်သော အရေးယူဆောင်ရွက်မှုများ လိုအပ်ကြောင်းလည်း အလေးပေးပြောကြားခဲ့သည်။
